¹ The E-2 Investor Visa is only available to citizens of countries that have a bilateral investor visa treaty with the USA. Montenegro’s Citizenship-by-Investment Programme allows you to become a citizen of Montenegro and then, as a citizen, subsequently apply for an E-2 Investor Visa. The investment under an E-2 Visa must be “substantial”, which we recommend should exceed USD200,000 in investment, and also allows the applicant to include non-investor employees under certain conditions. A successful E-2 visa application means that any member of your family can enter and work in the US. They can spend as much or as little time in the US as they wish and they can choose whether or not to become a US taxpayer by deciding
Development projects criteria defined by Government
The Government of Montenegro has decreed that an applicant for Citizenship can invest in certain APPROVED PROJECTS which are particularly significant for the economic interests of Montenegro. The Approved Projects are designed to accelerate economic development, attract Foreign Investments and improve the quality of life and standard of living of citizens of Montenegro.
Development projects must include a hotel or mixed tourist complex as follows:
1. Coastal Region and Capital city of Podgorica
a) Minimum 5 stars
b) At least 60 accommodation units
c) Minimum investment of €15,000,000
d) Minimum 80 new employees
2. Northern Region and Central Region (except the capital city Podgorica)
a) Minimum 4 stars *Podgorica
b) At least 35 accommodation units
c) Minimum investment of €5,000,000
d) Minimum 25 new employees
Development projects in the field of agriculture and wood processing
a) Investment of at least €·
- €2,000,000 in primary production of agricultural and fishery products·
- €3,500,000 in processing of agricultural or fishery products·
- €4,000,000 in wood processing
b) Minimum of new employees·
- 10 in primary agricultural and fishery production ·
- 20 in agricultural and fishery processing ·
- 20 in wood processing
c) None of the available national or international funding support for agricultural, fishing or wood processing in Montenegro can be used in conjunction with the Citizen by Investment Program
Government costs
- A government fee of €100,000 which will be used to develop the North of the country

Children under 18 will receive residence and be granted a passport when they reach 18

Main requirements for applicants:
1. No criminal records or any open legal case against the applicant
2. Proof of source of funds
3. Certificate of a successful health check
4. A police report from the present country of citizenship
5. No bans from entry into the EU, US, UK or Canada
Process and time:
The application process is expected to take 4 months from presentation of application to the relevant authorities
1. Adriatic Consultants will collect the required information from the client and guide the client through the process
2. We will then carry out the first due diligence, and once cleared the client’s application will be put into the Citizenship program system
3. Once in the system, the government will carry out further due diligence checks with international law enforcement agencies
4. Assuming all is clear, the client is then eligible for Montenegrin citizenship and the process will begin.
5. Client will have to visit Montenegro during the process and Adriatic Consultants will assist the client with documentation and logistics as required
